April 15th 2024 Council Preview

Hi Neighbors,

We'll begin City Council tonight at 6:00 PM following a special meeting of the board of finance. Public Forum will start at 7:00 PM.

The council will begin with an **expected executive session** regarding potential real estate negotiations for the sale of City property at 200 Church Street. After the executive session, Jamie Feehan will give a legislative update to the Council. This includes outlining of several bills and issues currently being tracked by the City of Burlington covering housing, public safety, substance use prevention, transportation, municipal government, and ethics. We then transition into the public forum at 7:00 pm.

After the public forum, the Department Burlington Electric Department (BED) will give a presentation on Burlington's Net Zero Energy plan which was adopted by the City Council in 2019. Following the approval of the consent agenda, we will transition to the deliberative agenda which includes:

9.1. Resolution: Authorization for Refinancing City of Burlington's $18,840,000 General Obligation Waterfront Tax Increment Note, Series 2023 (Board of Finance): In 2023, the City Council authorized the borrowing of up to $18,840,000 to fund the CityPlace project. This resolution seeks authorization to refinance the project.

9.2. Burlington - Winooski Bridge Finance and Maintenance Agreement acceptance BF RAIZE:
The Department of Public Works ("DPW") is requesting approval for the City to enter into a Finance and Maintenance Agreement with the State for replacement of the Burlington-Winooski Bridge. The bridge requires a total replacement and is projected to be completed by Fall 2029 into mid-2030. This item does not commit us to a particular design for the project.

9.3. Colchester/Riverside/Barrett/Mill Intersection Finance and Maintenance Agreement Acceptance Burlington STP 5000: The DPW is requesting approval for the City to enter into a Finance and Maintenance Agreement with the State for reconstruction of the Colchester Ave, Riverside Ave, Barrett St, and Mill St intersection. This would improve the road network that serves as a vital regional connection between Burlington and Winooski. This item does not commit us to a particular design for the project.

9.4. Resolution: Authorization for Reimbursement from Public Improvement Bonds for School District Capital Improvements for Integrated Arts Academy: The proposed reimbursement resolution permits the School District's general fund money to be allocated to capital expenditures before the issuance of the bonds, specifically for the Integrated Arts Academy. This would allow the City to reimburse itself and the School District with the proceeds of tax-exempt bonds that could be issued in the future.

9.5. Burlington Fire Department Community Response Team (CRT): The fire department requests financial support to continue the CRT service past the six-month pilot end date. Overall since the launch of this program overdose-related incidents have decreased.
